Description
The Heritage Park Home Repair Grant Program is a $300,000 pilot program designed to assist owner-occupants of single- and two-family residents make repairs to the exterior of their home and property. The Program was developed in partnership with the residents of the Heritage Park neighborhood (situated between the Cleveland border, East 219th Street, Euclid Avenue, and the railroad tracks) and the Heritage Park Community Association and is tailored to assist property owners who do not qualify for the City’s or Euclid Development Corporation’s income-restricted home repair programs and cannot qualify for conventional bank loans for various reasons. Property owners must reside in the home (owner-occupant) and be current on their property taxes or on a payment plan with Cuyahoga County. Eligible property owners who are awarded a grant will receive up to $7,500 to assist with projects such as paint and siding repair, street-visible tuck pointing, porch repair, street-visible window and door replacement and repair, street-visible waterproofing and foundation repair, driveway repair, and exterior lightning replacement and repair. Moderate accessibility repairs, such as step railing, and trip hazard repairs are also eligible projects. The Program will be evaluated for its ability to impact the neighborhood’s housing stock, sales prices, taxes, quality of life, and street beautification.
Benefits
- Assisting Euclid Residents. This Program offers assistance to Euclid residents in the Heritage Park neighborhood who need to make repairs to their home but do not qualify for existing, income-restricted programs.
- Beautifying the Neighborhood. Grant awardees will undertake projects on the exterior of their home that will repair an existing issue, increase the home’s curb appeal, and help beautify the street.
- Promote Reinvestment: The Heritage Park neighborhood was hard-hit by the Great Foreclosure Crisis, with approximately 11% of the housing stock in the neighborhood being demolished due to blight and abandonment. Since this time, the home values in the neighborhood have not recovered compared to Euclid as a whole. The Program will promote reinvestment in the neighborhood by being the first dollars in and working to spur additional reinvestment along each street.
Status Updates
October 31, 2022 – The Program Application is live on CHN Housing Partner’s website. Residents in the Heritage Park neighborhood are encouraged to review the eligibility requirements, their home repair needs, and consider applying.
September 19, 2022 – Euclid City Council approves Ordinance 104-2022 authorizing the Mayor to enter into an agreement with CHN Housing Partners to administer the Program for the City.
August 2, 2022 – Cuyahoga County Council approves the City of Euclid’s $200,000 request for ARPA Funds to establish the Program.
July 14, 2022 – Mayor Holzheimer Gail and Director Grogan-Myers present the Program to Cuyahoga County Council as they consider a $200,000 request from the City to establish the Program.
June 21, 2022 – Euclid City Council approves Resolution 68-2022 supporting an application for $200,000 from Cuyahoga County’s ARPA Funds and pledging $100,000 of the City’s ARPA Funds as a match, creating a $300,000 Program budget.
