Planning and Citizen Participation for Community Development Block Grant (CDBG) Activities for 2024 to Begin Soon

The City of Euclid will be soliciting public feedback and comments on PY 2023 CDBG-supported projects and programs, and planning for PY 2024 CDBG through a series of public meeting.

Since 1974, the City of Euclid has been an Entitlement Community, where grant funding is received directly from the U.S. Department of Housing and Urban Development (HUD). The grant funding allows the City to implement various projects and programs that benefit low- to moderate- income households and persons relating to housing, economic development, public improvements, and limited public services, in order to create suitable living environments, economic opportunity, improved neighborhoods and public facilities, and the elimination of slums and blight. In Program Year (PY) 2023, the City of Euclid received $1,022,275.00 from HUD.


Due to current projections through Congressional Budget Appropriations actions, it is anticipated that the City of Euclid will receive approximately $900,000.00 in CDBG funding in PY 2024.


Proposals for limited Public Service activities to be carried out by City departments and/or nonprofit organizations, as well as for physical development projects and programs for Housing Rehabilitation, Municipal Beautification, and Public Facilities Improvements; additionally, Economic Development Activities, and activities that Affirmatively Further Fair Housing, for PY 2024 will be discussed through the Community Development Citizens Advisory Committee, a 12-member committee dedicated to advising and guiding the direction of Euclid’s annual CDBG funding.


The City of Euclid will be soliciting public feedback and comments on PY 2023 CDBG-supported projects and programs, and planning for PY 2024 CDBG, through a series of public meetings and participation. Public Meetings will take place between September and December of 2023. Interested residents and stakeholders are welcome and strongly encouraged to attend these meetings and participate in the planning process.  


Please be attentive to the following dates and actions:

  • Wednesday, September 13, 2023 at 6:30 PM: Euclid City Hall – Council Chambers: Public Meeting 1: To review CDBG-funded accomplishments for Program Year 2023, and Proposal Hearing for Public Service Applicants for Program Year 2024.
  • Wednesday, October 11, 2023 at 6:30 PM: Euclid City Hall – Council Chambers: Public Meeting 2 and Work Session: To review and score Program Year 2024 Public Service Applications, and to establish a preliminary budget for Program Year 2024 CDBG.
  • Friday, October 13, 2023: City of Euclid to release preliminary Program Year 2024 CDBG budget for 30-day Public Comment Period, ending Monday, November 13, 2023.
  • Wednesday, November 15, 2023 at 6:30 PM: Euclid City Hall – Council Chambers: Public Meeting 3: To review and consider comments received through Public Comment period, to solicit additional public comment and questions, and a final vote on the preliminary Program Year 2024 budget.
  • Monday, December 4, 2023 at 7:00 PM: Euclid City Hall – Council Chambers: Regular City Council Meeting to vote on the preliminary Program Year 2024 budget for City Council vote.


PY 2024 will mark the City of Euclid’s 50th year as an Entitlement Community.
