NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS.

This notice shall satisfy two separate but related procedural requirements for an activity to be undertaken by the City of Euclid.

 

REQUEST FOR RELEASE OF FUNDS

On or after March 1, 2025, the City of Euclid will submit a request to the U.S. Department of Housing & Urban Development (HUD) for the release of Neighborhood Stabilization Program (NSP) funds under Title I of the Housing and Community Development Act of 1974 (P. L. 93-383), as amended, to undertake the project described herein.

DEMOLITION OF A VACANT AND SUBSTANDARD SINGLE-FAMILY HOME

The proposed project will involve the demolition and site clearance of a vacant and substandard single-family home located at 346 E. 238 Street, in Euclid, Ohio. 

 

The City of Euclid will demolish a single-family home located at the aforementioned address. The home has been vacant for several years, and due to the prolonged vacancy, has negatively impacted the neighborhood and the structure is in disrepair. The only option is to demolish this home, as the City has done its due diligence to consider rehabilitation of the home. It will make a parcel available for potential redevelopment.

 

The development costs are estimated at $10,000.00 from Euclid’s NSP1 and NSP3 funds.

 

FINDING OF NO SIGNIFICANT IMPACT (FONSI)

The City of Euclid has determined that the project will have no significant impact on the human environment (FONSI). An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Euclid Department of Planning and Development, 585 E. 222 Street – Euclid, OH 44123, and may be examined or copied Monday through Friday between 8:30 AM and 4:30 PM. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments to Edward Chenock, Jr., Community Development Manager, City of Euclid, 585 E. 222 Street – Euclid, OH 44123. All comments received by February 18, 2025 will be considered by the City of Euclid prior to authorizing submission of a Request for Release of Funds. Comments should specify which Notice is being addressed (FONSI or RROF).

 

ENVIRONMENTAL CERTIFICATION

The City of Euclid certifies to HUD that Kirsten Holzheimer Gail, Certifying Officer, in her capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Euclid to use HUD program funds.

 

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Euclid’s certification for a period of 18 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Euclid, (b) the City of Euclid has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD, or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

 

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Office of Community Planning and Development at the HUD Field Office in Columbus, Ohio, at CPDColumbusRROF@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
