In accordance with the City of Euclid’s 2018 Adopted Master Plan, the Department of Planning and Development seeks to expand multi-modal trail connections throughout the City, provide an equitable range of amenities across the City, and implement projects which ensure neighborhood vitality and encourage community health. In pursuit of these goals, the Department has engaged the City’s engineer (GPD Group) to design a new plan for the City-owned areas referred to as Coulter Park and Hero Park. 

The two parks are unofficially connected to each other through existing features including child play area, a baseball diamond, a hill that is used for winter sledding and views, and a sizable stormwater detention basin maintained by the City’s Public Service Department. The general area is Northeast of the intersection of Euclid Avenue and East 222^nd, Northwest of Euclid Avenue and East 228^th, and South of Coulter Avenue. The playground area has been regularly utilized by youth at Euclid Preparatory School, which is across E. 228^th St from the primary site entrance and drainage path from points southeast. 

The stormwater basin generally cannot be impacted by any changes within (like plantings) which may interfere with the ability to clear drainage grates, or may impede its ability to maintain the largest possible volume (as it has overfilled in the past during rapid heavy rains and historically extreme weather events, which appear to becoming more common). With these environmental considerations, and the lack of trail connections existing in this portion of Euclid, the best possible determination for site enhancements has been a multi-use trail (with plantings, signage, and seating) around the perimeter of the site, providing a new amenity for neighbors of all age groups and nearby employees. 

A proposed site plan will be shared with the public, developed by GPD Group’s Landscape Architects. All are invited to participate in a public meeting scheduled for Monday, January 10^th at 6:00 PM at Moore Counseling and Mediation Services (22639 Euclid Avenue).  Thus far the project has received funding from America Walks, a national non-profit advocacy organization, while the planning portion is supported by the City’s Community Development Block Grant allocation. The Department anticipates pursuing funding for implementation from Cuyahoga County’s Supplemental Grant Program in January 2022.
