This notice shall satisfy two separate but related procedural requirements for an activity to be undertaken by the City of Euclid.

REQUEST FOR RELEASE OF FUNDS

On or after August 1, 2024, the City of Euclid will submit a request to the U.S. Department of Housing & Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (P. L. 93-383), as amended, to undertake the project described herein.

CONSTRUCTION OF NEW RECREATION CENTER

The proposed project will involve the construction of a state-of-the-art Recreation Center for the City of Euclid, located on Milton Avenue near Babbitt Road, at Memorial Park, in Euclid, Ohio.

The City of Euclid will construct a new recreation facility at Memorial Park, on an existing parking lot. Excess parking spaces and an underused skateboard ramp, will be cleared for the new building. Ground disturbance will occur. Additionally, there will be installation of new lighting, and construction of vegetation islands and pedestrian walkways to connect the new recreation center and existing amenities at Memorial Park. The new facility will have an indoor basketball court, community meeting rooms, and exercise facilities.

The development costs are estimated at $13,500,000.00, including $175,000.00 from Euclid’s CDBG funds.

FINDING OF NO SIGNIFICANT IMPACT (FONSI)

The City of Euclid has determined that the project will have no significant impact on the human environment (FONSI). An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Euclid Department of Planning and Development, 585 E. 222 Street – Euclid, OH 44123, and may be examined or copied Monday through Friday between 8:30 AM and 4:30 PM.
