STOREFRONT RENOVATION PROGRAM OVERVIEW

The City of Euclid’s Storefront Renovation Program (SRP) provides assistance to commercial-retail building owners and tenants in the form of a financial rebate. Designed to protect economic vitality, encourage commerce, and strengthen Euclid’s commercial fabric, the program incentivizes exterior façade rehabilitation.

The program targets deteriorating and/or blighted commercial-retail structures, and is made possible through federal Community Development Block Grant (CDBG) funds - which prioritize buildings in Low-to-Moderate income designated areas (although can be used on projects that serve a City-wide benefit). The program can be used to address external code violations.


Financial Assistance

A 50% rebate, not to exceed $25,000, is available for comprehensive exterior façade rehabilitation projects which meet the program’s eligibility criteria. Proposal designs must be approved by the City’s Architecture Review Board, and appropriate Building Permits must be obtained prior to beginning any related work. No work completed prior to the signing of contracts (or other ineligible expenses) will qualify toward the reimbursement. All commercial code violations must be completely addressed (as a contract condition) prior to the release of the reimbursement grant. It is the applicant’s responsibility to comply with the needs of the City’s Building and Housing Department and Zoning Division which oversee the permitting process. To ensure federal compliance - prevailing wage law, environmental review processes, and other federal regulations apply.

Eligible improvements include:

• Commercial/Retail use buildings

• Façade improvements (Signs, doors, windows)

• Building repair, cleaning and/or lighting

• Landscaping

• Concrete replacement (*special conditions apply)

• Parking lot resurfacing (*special conditions apply) 

Improvements NOT eligible for SRP:

• Entirely residential buildings

• Single, Multi-Family Homes or Apartments

• Greenhouses, places of worship

• Interior improvements or Remodeling

• HVAC Equipment

• Roof Repair
