Motor Maintenance Department

 

The Motor Maintenance Department is responsible for the maintenance and repair of almost 500 vehicles and pieces of equipment used in city operations. The 6 mechanics, 1 fleet manager and 1 administrative assistant work 5 days a week to maintain the fleet. Work performed by the mechanics includes preventative maintenance, engine and transmission rebuilding and replacement, brake and suspension work, tire replacement, hydraulic work, electrical work, light body work and fabrication. Work is performed on all sizes of vehicles from a passenger car up to a tandem axle fire apparatus. Equipment ranging from small lawn care equipment up to 2.5 cubic yard articulating loaders is also handled by the 6 mechanics. Coordination of work being performed and parts procurement is handled by the fleet manager. Multiple 24/7 city departments rely on motor maintenance for their fleet vehicles safe operation. 

 

Streets and Sewers Department

 

The Streets and Sewers Department is responsible for the maintenance and repair of all city owned roads and the sewage collection system. The department is made up of 21 light equipment operators, special equipment operators and working foreman. There are 2 managers, one oversees the streets work and the second oversees the sewer work. Work performed in the department varies per season. Fall and winter seasons all personnel are involved in leaf pickup and snow removal. Personnel that work in the collection system coordinate with water reclamation department personnel to complete various maintenance and repair tasks. Other work that is completed by sewer workers includes street sweeping, catch basin repair and replacement, lateral and mainline sewer maintenance, repair, replacement of 262 miles of sewers. Streets workers will complete tasks such as repair of 143 lane miles of roads, curb replacement, grass mowing in right of ways, crack sealing and lane markings. 

 

Sanitation Department

 

The Sanitation Department is responsible for trash and recycling disposal for the homes and city facilities. This work is contracted out to a refuse hauler. The weekly pickup of trash and recycling from just over 16,000 homes is completed over a 5-day period.  The refuse hauler also collects trash and recycling from all city owned facilities. The disposal of street sweepings, grit, and sludge from the water reclamation facilities is also handled by the refuse hauler. Public Service staff works with residents to resolve concerns or questions about their trash and recycling pickup. 

 

Engineering Department


The Engineering Department is a vital part of every capital improvement project in the city. A lot of the department’s work is handled by a consultant who provides us with a City Engineer and support staff. The remainder of the work is handled by staff from within the Public Service Department. Record drawings and building plan sets for the Engineering Department are housed in the Municipal Services Complex. Tasks that are undertaken by the City Engineer include reviewing plans for contractors, verifying City standards are present in building plans, Grant application preparation, plan preparation for water, sewer, and road projects. Tasks that are performed by other employees in Public Service are site and project inspections, stormwater review and inspection, retrieval of information in old plan sets for Engineers and contractors.

 

Water Reclamation Department


The Water Reclamation Department employs thirty-eight full time employees at two locations located on Lakeshore Boulevard and Lakeland Boulevard. The Lakeshore facility processes the wastewater and the Lakeland facility processes the solids accumulated from the waste stream and disposes of them. The Department has five sections within itself, these sections consist of the Laboratory, Maintenance, Operations, Sewer Maintenance and Stormwater. The Water Reclamation Facility receives, tests, and treats wastewater from five different communities. The communities that we serve include Euclid, Richmond Heights, Wickliffe, Willoughby Hills, and Willowick. The Department, with the assistance of the Service Garage employees are responsible for the maintenance and repairs to the hundreds of miles of storm and sanitary sewer within the collection system and its pumping stations. Annually, the facility receives and treats in excess of five billion gallons of wastewater, discharging it into Lake Erie for reuse.  The Department is in the process of finishing a nine-year construction project that includes upgrading the facility to state-of-the-art Membrane Bioreactors. This upgrade has increased the facility’s ability to treat sixty-six million gallons daily with the ability to store up to an additional fifteen million gallons, up from the previous system that treated up to twenty-five million gallons daily. With the upgrade of the facility, there has been a huge learning curve that comes with modern technology. The entire staff has been fantastic adapting to and learning the operation & maintenance of the new treatment system.

 

Parks Department


The Parks Department is responsible for the maintenance and repair of all city owned parks and facilities. The departments 12 fulltime employees and multiple seasonal employees include laborers, light equipment operators, special equipment operator, working foreman and manager. Work performed by the department includes park maintenance, sports field preparation, restroom facilities cleaning, pool and spray park maintenance and cleaning, grass cutting, tree work, general landscaping, beach maintenance, ice arena maintenance, flower planting and maintenance. Employees may work staggered shifts to cover hours that are needed to cover hours of operation at facilities or city events.

 

Traffic Department


The Traffic Department maintains and repairs all signs, traffic markings and signals within the city. A lot of the department’s work is handled by outside contractors who provide open road lane marking and signal repairs. The remainder of the work is handled by assorted staff from within the Public Service Department. This work may include repair and replacement of existing signage or placement of new signage in city right of ways. Traffic signals and associated hardware maintenance. Lane marking maintenance such as crosswalks, sharrows, arrows and stop bars. The city has 75 signalized intersections.

 

Building Maintenance Department



The Building Maintenance Department is responsible for the maintenance and repair of all city owned buildings and structures. The department is made up of 8 employees of which one is a working foreman. The 4 tradespeople are skilled in electrical, painting, plumbing and carpentry. The tradespeople maintain, repair, remodel and replace a variety of mechanical and structural components of buildings. General cleaning of buildings is handled by 4 custodians.
